The MTO Class Environmental Assessment Study Process for Group 'B' Projects
Text description of the diagram
Overview
The diagram depicts the MTO Class Environmental Assessment Process for Group 'B' projects, listing the overall stages of the process and detailing the steps and outputs of the Detailed Design stage along a timeline
Values
The six stages of the process are listed as:
Public Consultation
Ongoing Transportation Needs Assessment
Need Identified
Preliminary Design
Detailed Design
Construction
The timeline is titled "The Environmental Assessment Process during Detailed Design."
The steps and outputs along the timeline are in order from left to right and titled:
Data Collection
Notice of Study Commencement and Project Website: Summer 2025
Evaluate & Refine
Identify
Review
Public Information Centre
Finalize
Report
Design and Construction Report
Clearance
Each of these steps and outputs include a description, detailed below. Notice of Study Commencement and Public Information Centre do not include a description and are therefore not included below.
Data Collection
Review available background information and conduct field investigations as required to update or confirm existing conditions identified during the previous study.
Evaluate & Refine
Evaluate options for construction staging and traffic management. Consider potential design refinements to the preferred Plan developed during the previous study.
Identify
Identify the Technically Preferred Plan. Identify mitigation measures to address potential impacts.
Review
Review the environmental existing conditions and impacts based on the refined design, and any changes that have occured since the 2009 Transportation Environmental Study Report (TESR). Identify new impacts and mitigation measures where required.
Finalize
Complete Detailed Design of the Technically Preferred Plan to an implementation level of detail.
Report
Document the process leading to the Technically Preferred Plan and the review of changes since the 2009 TESR.
Design & Construction Report
(Available for a 30-day Public Review Period)
Clearance
The Class EA requirements are met and the project is cleared to proceed to construction.
Presentation
The six stages are listed horizontally. The name of each stage is inside a chevron arrow shape pointing to the left.
A vertical arrow pointing upward and the words “We are here” are placed under “Detailed Design.”
A circular arrow icon next to “Ongoing Transportation Needs Assessment” emphasizes that it is repeated throughout the process.
Below the five stages of the process is a timeline, titled “The Environmental Assessment Process during Detailed Design.” that details the steps and outputs of the “Detailed Design” stage. This timeline is inside a box with a triangle that points to “Detailed Design” in the list of stages.
These steps and outputs are depicted at various intervals along a left-pointing arrow.
“Data Collection,” “Evaluate and Refine,” “Identify,” “Finalize,” and “Report” are all depicted at equal intervals along the arrow. The space between “Report” and “Clearance” is slightly shorter than the space between the other steps. These steps all branch upwards from the arrow.
“Notice of Study Commencement and Project Website: Summer 2025” is depicted shortly after “Data Collection,” implying that this is the output of the “Data Collection” step."Review" and "Public Information Centre" are depicted between "Identify" and "Finalize," closer to "Finalize" on the timeline, implying that these are outputs of the Identify step that are completed close to the "Finalize" step. “Design and Construction Report” is depicted shortly after “Report,” implying that this is the output of the “Report” step. These outputs branch downwards from the arrow, visually setting them apart from the steps.
